حملات مسلحانه علیه هزاره ها در افغانستان

یادداشت: این گزارش کوتاه براساس درخواست کتبی وزارت امور خارجه افغانستان برای پاسخ به سوالات گزارشگران حقوق بشر سازمان ملل متحد تهیه شده است.

براساس معلومات جمع آوری شده توسط کمیسیون مستقل حقوق بشر افغانستان از سال ۱۳۹۳ خورشیدی به این سو، هزاره های افغانستان مورد حملات مسلحانه قرار گرفته است. در طول سال ۱۳۹۵ خورشیدی این حملات علیه آنها شدت یافت و در اثر حملات متعدد مسلحانه و حملات انتحاری تلفات زیادی بر جای گذاشت. براساس بررسی های کمیسیون هدف اصلی این حملات یک گروه خاص قومی و مذهبی یعنی هزاره های شیعه بوده است. چنانچه که گروه دولت اسلامی )داعش( با نشر اعلامیه های مطبوعاتی مسوولیت برخی از این قضایا را به عهده گرفت. اما مسوولیت بعضی از این قضایا را تا اکنون هیچ گروهی به عهده نگرفته است

براساس ماده هشتم اساسنامه رُم، گروگان گیری، انجام حملات عمدی بر ضد غیر نظامیان با قصد حمله علیه آنها از موارد جدی نقض کنوانسیون های چهارگانه جنوا مصوب ۱۹۴۹ و پروتکل های الحاقی آن، بوده و از زمره جنایات جنگی محسوب می شود. حملات عمدی علیه غیر نظامیان از موارد نقض جدی حقوق بشردوستانه بین المللی و حقوق بشر است.

در طول سه سال گذشته )از سال ۱۳۹۳ تا ۱۳۹۵ خورشیدی( در مجموع ۱۹۴ تن از هزاره ها که همه آنها ملکی بودند در اثر حملات متعدد کشته شدند و به تعداد ۴۷۹ تن دیگر مجروح شدند. گفتنی است که در طول سه سال گذشته در چندین مورد به تعداد ۶۲ تن از هزاره ها به گروگان گرفته شدند که بعضی از آنها به طور فجیع و وحشیانه به قتل رسیدند. قابل یادآوری است که برخی از موارد دیگر گروگان گیری به طور انفرادی و یا گروههای کوچک نیز در طول سه سال گذشته رخ داد که اغلبا از چشم رسانه ها به دور مانده است.

کمیسیون مستقل حقوق بشر افغانستان در قبال این حملات با نشر اعلامیه های مطبوعاتی متعددی، ابراز نگرانی نمود و از دولت افغانستان خواست تا جلو افراطگرایی اسلامی را با اتخاذ تدابیر لازم بگیرد و در تامین امنیت شهروندان بیشتر از پیش بکوشد. هم چنین کمیسیون از طریق نشر اعلامیه های مطبوعاتی اعلام داشت که هدف قرار دادن عمدی افراد ملکی از زمره جنایت جنگی محسوب شده و عاملان آن باید مورد پیگرد عدلی قرار بگیرند. اما متاسفانه تا حال اکثریت عاملان این قضایا مورد تعقیب عدلی قرار نگرفته است.

دولتمردان افغانستان و شهروندان افغانستان با هوشیاری با قضایای کشتار هزاره ها برخورد نمودند و نگذاشتند که تفرقه قومی و مذهبی گسترش یابد. نهادهای حامی حقوق بشر، خانواده قربانیان و نهادهای امنیتی اعلام داشتند که عاملان چنین قضایا دشمنان افغانستان بوده و هدف از حملات علیه هزاره ها ایجاد تفرقه قومی و مذهبی می باشد. رهبران حکومت وحدت ملی نیز اعلام کردند که مردم خونسردی خود را حفظ نموده و نگذارند که افراطیون مذهبی به هدف شان برسند.

حکومت وحدت ملی برای تامین امنیت مراسم های مذهبی شیعیان و سنی ها و سایر فرقه های مذهبی تلاش نموده است؛ اما این تدابیر و تلاشها سبب جلوگیری از حمله علیه آنها نشده است. قابل ذکر است که قبل از فرارسیدن مراسم مذهبی شیعیان، جلسات هماهنگی میان شهروندان شیعه و دولت افغانستان به منظور تامین امنیت و ایجاد نظم، برگزار می شود. مکانیزم های هرچند ضعیف نیز وجود دارد که فرقه های مختلف مذهبی را باهم نزدیک می سازد.

خلاصه قضایای سال ۱۳۹۵

در طول سال ۱۳۹۵ خورشیدی حملات علیه هزاره های شیعه نسبت به سال قبل افزایش یافت. در این سال پنج حمله بزرگ علیه هزاره ها صورت گرفت که در مجموع در سال ۱۳۹۵ خورشیدی به تعداد ۱۵۶ تن که همه آنها افراد ملکی بودند، کشته شدند و ۴۷۹ تن دیگر از افراد ملکی مجروح شدند. جزییات این قضایا به طور جداگانه مختصرا شرح داده می شود:

قضیه دهمزنگ:

به تاریخ ۲ اسد ۱۳۹۵ خورشیدی هزاران نفر از شهروندان کابل که اغلبا هزاره بودند، در واکنش به تغییر مسیر برق وارداتی از مسیر مناطق مرکزی به مسیر کوتل سالنگ، دست به تظاهرات مسالمت آمیز زدند. مظاهره کنندگان در چارراهی دهمزنگ در حالی که تجمع کرده بودند، حوالی ساعت ۳ بجه بعداز ظهر مورد حمله انتحاری قرار گرفتند. در نتیجه این حملات ۸۴ تن کشته شدند و ۲۸۳ تن دیگر مجروح شدند. بلافاصله گروه داعش مسوولیت این حمله را به عهده گرفت و اظهار نمود که شیعیان افغانستان یکی از اهداف نظامی شان است.

قابل ذکر است که جنبش روشنایی که سازماندهی این تظاهرات را به عهده داشت، نیروهای امنیتی افغانستان را در عدم تامین امنیت سرزنش کردند. بررسی های کمیسیون مستقل حقوق بشر افغانستان نیز بیانگر این است که اکثریت نیروهای امنیتی برای تامین امنیت مرکز شهر و ادارات مهم دولتی آمادگی گرفته بودند و در قسمت تامین امنیت مظاهره کنندگان تدابیر کافی اتخاذ نکرده بودند. از نظر کمیسیون مستقل حقوق بشر افغانستان غفلت نیروهای امنیتی در تامین امنیت این تظاهرات غیر قابل قبول بوده است.

قضیه کارته سخی:

به تاریخ ۲۰ میزان ۱۳۹۵ خورشیدی حوالی ساعت ۷ شام مصادف با شام عاشورا در زیارت کارته سخی، عزاداران شیعه مورد فرد مسلح با استفاده از لباس پولیس وارد محوطه زیارت سخی شده و افراد حاضر در محل را مورد حمله مسلحانه قرار داد. در این حمله یک پولیس و ۱۸ فرد ملکی به شمول ۳ زن و یک طفل کشته شدند و ۵۸ تن از مردم ملکی به شمول ۲۶ تن از زنان و ۴ طفل مجروح شدند. پس از واقعه، گروه دولت اسلامی داعش شاخه خراسان مسوولیت این حمله را به عهده گرفت. دولت افغانستان نیز با نشر اعلامیه ای این حمله را محکوم کرد و عاملان آن را دشمنان صلح و ثبات افغانستان نامید.

قضیه ولسوالی بلخ:

روز عاشورا به تاریخ ۲۱ میزان ۱۳۹۵ خورشیدی در ولسوالی بلخ ولایت بلخ زمانی که دسته ای از عزاداران شیعه از داخل شهر می گذشتند، مواد انفجاری که در کنار سرک جابجا شده بود، انفجار کرد که در این حادثه ۱۴ تن که همه آنها افراد ملکی بودند کشته شدند و ۷۰ تن دیگر زخمی گردیدند. مسوولیت این حمله را هیچ گروهی به عهده نگرفت. اما مسوولین دولتی این حمله را به دشمنان مردم افغانستان نسبت دادند.

قضیه مسجد باقرالعلوم:

به تاریخ اول قوس ۱۳۹۵ خورشیدی مصادف با روز چهلم شهادت امام حسین، یکی از امامان شیعه، مراسم عزاداری در مسجد باقرالعلوم واقع در جاده کاتب، شهر کابل برپا شده بود. ساعت ۱۲:۱۰ بعداز ظهر در هنگامی که مردم به خاطر صرف غذای چاشت جمع بودند، درمیان جمعیت یک شخص خود را انفجار داد که در نتیجه ۳۲ تن از افراد ملکی به شمول ۸ طفل کشته شده و ۶۴ تن دیگر زخمی شدند. گفتنی است که پس از این حادثه، نیروهای امنیتی به دلیل عدم تامین امنیت این مراسم مذهبی به شدت مورد انتقاد قرار گرفتند. گروه داعش مسوولیت این حمله را به عهده گرفت و از طریق نشر یک اعلامیه اظهار داشتند که حمله توسط یکی از جنگجویان داعش انجام شده است.

پس از حمله انتحاری در مسجد باقرالعلوم، معاون دوم ریاست جمهوری از کوتاهی نیروهای امنیتی در تامین امنیت این مسجد انتقاد کرد. وی گفت نهادهای امنیتی موطف هستند که امنیت محل کار خود را و مخصوصا امنیت مراسم، گردهمایی ها، مراسم دینی و مذهبی مردم را تامین کنند. او اظهار کرد که وقوع چنین رویدادها و حضور ضعیف نیروهای امنیتی در محل مراسم در مسجد باقرالعلوم نشانه آشکار از کوتاهی هایی است که باید مورد بررسی قرار گیرد و به سوالات مردم پاسخ داده شود.

وزارت امور داخله نیز پس از این حادثه تروریستی با نشر اعلامیه ای وظایف ۴ نفر از مسوولان حوزه ششم امنیتی کابل را به حالت تعلیق درآورد. در این اعلامیه گفته شد که هیاتی برای بررسی چگونگی وقوع این حمله انتحاری تعیین شده است. گفتنی است که تا اکنون نتایج بررسی های این هیات برای مردم نشر نشده است.

قضیه ولسوالی تاله و برفک:

در ولسوالی تاله و برفک ولایت بغلان به روز ۱۷ جدی ۱۳۹۵ خورشیدی یک گروه ۱۶ نفری از کارگران معدن می خواستند توسط یک موتر فلانکوچ به طرف ولایت بامیان بروند. همه این کارگران هزاره و از ولایت دایکندی بودند. موتر حامل این کارگران که برای مرخصی به خانه های شان در دایکندی می رفتند، در مسیر راه در ساحه پل شیر منطقه انار دره، توسط سه تن از افراد مسلح موتر سایکل سوار متوقف شد. حمله کنندگان مسلح صورت شان را پوشانده بودند. براساس اظهارات یکی از مجروحان این واقعه، طالبان در اولین حمله، راننده موتر را کشتند. سپس، تمامی مسافران را از موتر پایین کردند. یکی از مجروحان گفت که یکی از آنها فرمان داد که در کنار دریا به صف ایستاد شویم. یکی از حمله کنندگان گفت که شما شیعه هستید و شیعیان مسلمان نیستند. با وجودی که مسافران کلمه شهادت را خواندند و گفتند که مسلمان هستند، مورد رگبار قرار گرفتند. در نتیجه این حمله همه آنها در داخل آب افتادند که در نهایت ۷ تن از سرنشینان کشته شدند و ۴ تن آنها زخمی شدند و ۵ تن دیگر موفق به فرار شدند. گفتنی است که مسوولیت این حمله را تا اکنون هیچ گروهی به عهده نگرفته است.

براساس تحقیقات کمیسیون مستقل حقوق بشر افغانستان و اظهارات مجروحین این حادثه و مردم محل، این حمله توسط طالبان محلی انجام یافته است. مردم محل به ناظرین کمیسیون گفتند که اگر طالبان در این کشتار دست نمی داشت، هیچ کسی جرات انجام چنین واقعه را ندارد زیرا که در اکثریت مناطق ولسوالی تاله و برفک طالبان حضور قوی دارند. برخی از مردم محل که نخواست نام شان فاش شود، به کمیسیون گفت که عاملان این کشتار قاری معراج، قاری قدرت الله و قاری موسی ولسوال نام نهاد طالبان در ولسوالی تاله و برفک و از قوماندانهای طالبان در این ولسوالی هستند. گفتنی است که عاملان این حمله هنوز از سوی نیروهای امنیتی افغاننستان مورد شناسایی و پیگرد عدلی قرار نگرفته اند.

قضیه سرپل:

به تاریخ ۱۲ جوزای ۱۳۹۵ خورشیدی، ۱۷ تن از هزاره های این ولایت توسط اشخاص ناشناس به گروگان گرفته شدند. مقامات محلی ادعا کردند که مخالفین مسلح دولت عامل این گروگان گیری است. هرچند پس از مدتی همه آنها رها شدند، اما گروگان گیری هزاره ها در افغانستان، حق آزادی گشت و گذار و امنیت آنها را محدود نموده است.

قضیه ولایت غور:

به روز ۱۱ سنبله ۱۳۹۵ خورشیدی طالبان در ولسوالی دولت آباد ولایت غور، ۵ تن از دانشجویان مربوط به قوم هزاره را از موتر پایین کردند و با خود بردند. سپس یکی از آنها را به طور فجیع به قتل رساندند و ۴ تن دیگر را پس از چهار هفته آزاد کردند.

خلاصه قضایای سال ۱۳۹۴ و ۱۳۹۳

در سالهای ۱۳۹۴ و ۱۳۹۳ خورشیدی نیز علیه هزاره ها در افغانستان حملات مسلحانه ای انجام شد که منجر به کشته شدن و زخمی شدن تعداد زیادی از افراد گردید. این حملات گاهی با اعتراضات شدیدی نیز مواجه شد. در سال ۱۳۹۴ خورشیدی تعدادی از هزاره ها به گروگان نیز گرفته شدند. قابل یادآوری است که در طول سالهای ۱۳۹۳ و ۱۳۹۴ در چندین مورد گروگان گیری، تعداد زیادی از افراد به شکل انفرادی و یا به گروههای کوچک گروگان گرفته شدند. تعدادی از آنها پس از مدتی رها شدند و تعدادی هم کشته شدند. شرح مختصر برخی از قضایا قرار ذیل است:

قضیه ولسوالی زارع:

به تاریخ ۱۴ سنبله ۱۳۹۴ خورشیدی در ولسوالی زارع ولایت بلخ سیزده تن از هزاره ها در مسیر راه ولسوالی زارع مورد حمله مسلحانه قرار گرفت و کشته شدند. افراد مسلح آنها را از موتر شان پایین کردند و بعد به رگبار بستند. گفتنی است که مسوولیت این حمله را هیچ گروهی به عهده نگرفت؛ اما دولت افغانستان این حمله را به دشمنان صلح و ثبات نسبت دادند. قابل یادآوری است که گروه طالبان نیز این حمله را توطیه دشمن خواند و آنرا محکوم کرد و در بیانیه شان اظهار کردند که این حمله برای آن انجام شد تا تضاد نژادی، عدم تحمل و تبعیض را به وجود آورند.

قضیه گروگان گیری در زابل:

در روز چهارم حوت ۱۳۹۳ خورشیدی، ۳۱ تن از هزاره های شیعه زمانی که از هرات به سوی کابل سفر می کردند، در ولایت زابل از سوی افراد مسلح به گروگان گرفته شدند. ۱۹ تن از آنها در اواخر ماه ثور ۱۳۹۴ خورشیدی آزاد شدند. پس از گذشت چندین ماه، هشت تن دیگر نیز در نتیجه یک عملیات آزاد شدند ولی از سرنوشت ۴ تن دیگر خبری در دست نبود تا اینکه گروگانهای آزاد شده از کشته شدن آنها خبر دادند.

قضیه سربریدن گروگانها در زابل:

روز ۲۱ میزان ۱۳۹۴ خورشیدی، افراد مسلح ۹ مسافر غیر نظامی را در ولسوالی جاغوری ربودند که شامل دو زن، یک طفل ۸ ساله و ۴مرد می شدند. این مسافران به سمت شهر غزنی در حرکت بودند که از سوی افراد مسلح از موتر شان پایین شده و به محل نامعلومی برده شدند. کمی بعدتر دو نفر از مسافران به شمول یک زن و یک پیر مرد رها شدند. پس از مدتی معلوم شد که جنگجویان ازبکستانی، گروگان ها را در ولسوالی خاک افغان انتقال دادند. پس از انتقادات و اعتراضهای مدنی، حکومت افغانستان علیه شورشیان خاک افغان دست به عملیات زد تا اینکه پس از دو روز درگیری، به تاریخ ۱۷ عقرب ۱۳۹۴ خورشیدی ۷ تن از گروگانها به شمول یک طفل ۸ ساله و دو زن سالخورده توسط افراد داعش به طور فجیع سر بریده شدند. به گفته مسوولان دولتی عاملان این حادثه جنگجویان ازبکستانی وابسته به گروه داعش هستند.

سربریده شدن هفت تن از گروگان های هزاره موجی از واکنش ها را در سطح ملی و بین المللی برانگیخت و اکثریت سازمان های ملی و بین المللی حقوق بشر و جامعه مدنی این عمل را محکوم کرد. خانواده قربانیان، اجساد کشته شدگان را به کابل حمل کردند و صدها هزار شهروندان کابل دست به تظاهرات زدند. مظاهره کنندگان دولت افغانستان را متهم به بی تفاوتی در برابر این گروگان گیری کردند و در برابر بی تفاوتی دولت افغانستان خشم خود را ابراز کردند.

گفتنی است که نیروهای امنیتی و دفتر ریاست جمهوری ادعا کردند که چندین بار برای رهایی گروگان ها عملیات نظامی انجام دادند اما موفق به رهایی آنها نشدند. براساس اظهارات نیروهای امنتی کشور پنج تن از گروگانهای که زنده مانده بودند در اثر یک عملیات نظامی رها شدند و به خانه های شان برگشتند. اما برخی از رها شدگان بعدا به رسانه ها گفتند که آنها توسط طالبان رها شدند نه دولت.

قضیه ولایت غور:

در شب دوم اسد ۱۳۹۳ خورشیدی، گروه مسلح ناشناس سه موتر مسافران که از غور به سمت کابل حرکت می کرد، متوقف کردند و صرفا هزاره های شیعه را از موترهای شان پایین کردند. این افراد مسلح، ۱۴ تن از هزاره ها را تیرباران کردند که در میان آنها مردان و زنان سالخورده و کودکان نیز شامل بودند. در میان آنها یک تازه داما و تازه عروس نیز شامل بودند. مسوولیت این حمله را هیچ گروهی به دوش نگرفت؛ اما قوماندان امنیه ولایت غور طالبان را عامل این حمله دانست.

رسانه ها به تاریخ ۲۹ میزان ۱۳۹۳ خورشیدی گزارش دادند که قاری رحمت الله فرمانده عمومی طالبان در ولایت غور و متهم اصلی کشتار هزاره ها در این ولایت بازداشت شده است. بعضی از تحقیقات نشان می دهد که قاری رحمت الله و افرادش قبلا به داعش پیوسته بودند.

سیاست تئوریک و عملی؛ نگاهی به مانیفست سیاسی آقای دانش

بخش دوم و پایانی

محور دوم: محور مناسبات دورن قومی

در این محور، آقای دانش به مسأیل داخلی هزاره‫ها می‫پردازد و می‫گوید: مردم هزاره انسان‫های شریف، قانع، فروتن، با فرهنگ و زحمتکشی هستند که در طول تاریخ این کشور نه تنها باری بر دوش حکومت‫ها و سیاست‫مداران نبوده‫اند بلکه همواره با وفاداری و امانت‫داری تمام به این کشور خدمت کرده‫اند.

در بحث هزارگی، آقای دانش می‫گوید مسئولیت و وظیفه سیاست‫مداران خود هزاره و احزاب سیاسی ما در قبال این مردم چیست و ما در مناسبات درون قومی در چه چارچوبی و بر اساس چه اصولی باید حرکت کنم؟

آقای دانش چهار اصل همگانی را برای فعالیت سیاسی دورن قومی این گونه بر می‫شمارد:

آزادی بیان و جامعه چند صدایی: “امروز هیچ یکی از ما چه به عنوان اشخاص و چه به عنوان احزاب کوشش نکنیم که سد آزادی افراد جامعه خود شویم. به آزادی بیان و آزادی اندیشه احترام بگذاریم هرچند به ضرر و زیان فردی ما تمام شود. جامعه تک صدایی و استبدادی یک جامعه بسته، خشک و غیر قابل تحمل و در واقع یک زندان بزرگ است.”
اجتناب از خودزنی: در عین احترام به آزادی بیان، خودزنی‫های داخلی باید متوقف شود.
تشویق جوانان به تحصیل و
تقویت بنیه اقتصادی جامعه.

این محور و چند اصل همگانی برای فعالیت‫های سیاسی درون قومی را که آقای دانش طرح کرده است، جای تردیدی باقی نمی‫گذارد. اما همان‫طوری که خود آقای دانش گفته است، این صرفاً یک طرح و موضوعی است برای یک سخنرانی. اینکه چگونه چنین طرحی جامه عمل بپوشد قابل بحث است.

چارچوب فعالیت‫های سیاسی

آقای دانش برای فعالیت‫های سیاسی، سه طرح را به‌عنوان یک چارچوب مشترک برای احزاب سیاسی جامعه‌ی هزاره مطرح می‫کند:

الف: خط سرخ دانستن منافع عمومی و تعهد محکم برای عبور نکردن از این خط سرخ. آقای دانش این طرح را به‌دلیل نبود یک چتر تشکیلاتی سیاسی غیر قابل اجرا می‫داند و میی‫گوید این طرح در حد شعار باقی می‫ماند چنان‌که تاکنون چنین شده است.

ب: ایجاد ائتلاف‫های سیاسی مانند شورای ائتلاف هشت‌گانه در زمان جهاد.

ج: اتحاد و ادغام تشکیلاتی بین حداکثر ممکن نیروها و احزاب سیاسی، مشابه تجربه‌ی تشکیل حزب وحدت در دروه‌ی شهید مزاری. با این‌حال، آقای دانش با توجه به شرایط جدید، میی‫گوید ما باید از رایج‫ترین و موثرترین مدل‫های حزبی دنیا استفاده کنیم. مانند امریکا، انگستان، المان و…

آقای دانش می‫گوید باید همه‌ی جریان‫ها و گروه‫های سیاسی جامعه‌ی هزاره در حول دو یا سه محور فکری- سیاسی گردهم آیند و دو یا سه حزب قدرت‫مند سیاسی را ایجاد نمایند تا حداکثر هماهنگی و همکاری بین حداکثر نیروهای سیاسی شکل بگیرد.

پس از طرح چارچوب سیاسی، آقای دانش به جنبش روشنایی اشاره می‫کند و می‫گوید حمله‌ی تروریستی بر جنبش باعث شد که خودزنی‫ها و رقابت‫های منفی و حتا توهین‫ها و دشنام‫ها به آدرس شخصیت‫ها و احزاب سیاسی ما آغاز شود و فضای نامناسبی از بی‫اعتمادی‫ها و نامهری‫ها پدید آید. آقای دانش می‫گوید: «بیایید از خوزنی‫های بیشتر دست برداریم، معقول و منطقی بیندیشیم و با تدبیر و عقلانیت حرکت کنیم. راه خدمت و مبارزه‌ی سیاسی برای همگان باز است و هیچ‌کسی مانع کسی دیگر شده نمی‫تواند».

حرف زیبا تر و معقولتر از آنچه آقای دانش گفته نمی‌توان یافت، اما آقای دانش اگر خودزنی را یک آفت می‌داند که بدون شک هست، عوامل گرفتار آمدن ما به این آفت را بررسی نکرده است، نمی‌شود ازاین وضعیت نالید ولی دلایل و عوامل آن را بررسی نکرد.

آقای دانش هم از همگرایی هزارگی صحبت می‫کند و هم خود سدی مستحکم نظامی در برابر شکل‫گیری چنین جریان سیاسی در درون جامعه‌ی هزاره که خود از آن حرف می‫زند، ایجاد می‫کند. جنبش روشنایی داشت رشد می‫کرد تا هزاره‫ها را گردهم بیاورد. به‌عبارت دیگر جریان‫های سیاسی هزاره زیر چتر جنبش روشنایی گرده آمده بودند. اما وقتی جنبش به بلوغ رسید محکم‌ترین ضربه‌ی ممکن و قابل تصور را خورد. آقای دانش اولین و تنها هزاره‌ی سیاسی بود که به تغییر مسیر لین برق ۵۰۰ کیلوولت اعتراض کرد و مردم نیز به ندای آقای دانش پاسخ مثبت دادند و به محوریت ایشان و دیگر شخصیت‌های سیاسی جمع شدند. آقای خلیلی آن را خط سرخ اعلام کرد. جامعه‌ی هزاره برای اولین‫بار دسته‫جمعی زیر چتر بزرگان سیاسی‌شان گرد آمدند و تصمیم گرفتند که در ۲۷ ثور بزرگان سیاسی خود را در دهمزنگ تنها نگذارند. یعنی همگرایی که آقای دانش حالا از ضرورت آن سخن می‌گوید، در ماه ثور سال گذشته عملا شکل گرفته بود و رهبران در کنار مردم در مصلا روی خاک نشستند و در سخنرانی‌های خود عهد بستند که این راه را باهم و در کنار هم می‌روند. در ۲۷ ثور اما آقای دانش و آقای محقق به تظاهراتی که نمایندگان‌شان فراخوان آن را داده بودند، نیامدند. در تظاهرات بعدی آقای خلیلی، مدبر و شفق در تظاهرات نیامدند. البته آن‫ها دلایل‌شان را داشتند و مردم می‫دانند و لازم نیست به جزئیات بروم، این اختلاف‫ها سبب شد همگرایی هزاره‫ها که داشت جان می‫گرفت، بار دیگر از هم بپاشد. رهبران و برخی از احزاب سیاسی هزاره‫ها راه‌شان را رفتند و از جنبش روشنایی بریدند اما بی‫خیال جنبش روشنایی نشدند. رهبران سیاسی هزاره‫ها و مشخصاً کسانی که در دسترخوان حکومت شریک بودند نه‌تنها داعیه‌ی کلان جنبش روشنایی را که خودشان آن را «خط سرخ» اعلام کرده بودند حمایت نکردند بلکه از آن پس به‌طور دوامدار دست به سرکوب جنبش روشنایی زدند.

از دوم اسد شروع شد و تا به امروز سرکوب جنبش روشنایی به‌عنوان یک جریان عظیم مردمی و دادخواهانه به اشکالی مختلف ادامه دارد. در کابل گارنیزیون به سرش می‫کوبد. در بامیان آن‌هم در نوبت، بسته به این‌که کدام یکی از مقامات دولتی-هزارگی به آن‌جا می‌رود جنبش روشنایی را سرکوب می‫کنند. آقای دانش از آزادی‫های مدنی و سیاسی یاد می‫کند، اما، در بامیان در یک سال چندین‫بار جنبش روشنایی، خبرنگاران، جامعه‌ی مدنی توسط پولیس لت‫وکوب شده است. طبل استبداد را چه کسی به صدا در آورده است؟ سرکوب سیاسی و مدنی را چه کسانی رهبری می‫کنند؟ بارها جنبش روشنایی در بامیان حتا در حضور رییس‌جمهور و جناب آقای دانش به‌صورت بی‫رحمانه سرکوب شده است. چرا آقای دانش جلو چنین خفقان سیاسی را نمی‫گیرد و از پیامدهای آن هشدار نمی‫دهد و آن را محکوم نمی‫کند. والی بامیان نماینده‌ی حزب وحدت و از طرف جناب دانش به‌عنوان والی معرفی شده است.

وقتی که گل‌نبی احمدزی برخلاف قانون اجتماعات و تظاهرات، رسما از تامین امنیت سالگرد رهبر شهید در سیزدهم حوت سرباز می‌زند، ولی در عین مکان امنیت محافل ششم حوت و بیستم حوت را می‌گیرد، چرا آقای دانش به‌عنوان مجری قانون و مقام عالی حکومتی چیزی نمی‌گوید؟

جناب استاد دانش، همگرایی نه‌تنها خوب است، بلکه در هر امری و به‌خصوص در وضعیت سیاسی کنونی ما یک ضرورت است. این‌که همگرایی خوب است بیان یک امر بدیهی است، سوال اما این است که اگر این همگرایی، تضاد منافع ایجاد کرد چگونه باید آن‌را حل کرد، اگر این همگرایی و چندصدایی، باعث شد که سنت اطاعت محض از بزرگان بشکند، آیا فکر می‌کنید از سوی بزرگان تحمل خواهد شد؟ همگرایی در حرف بی‌عیب است و همه اتفاقا دنبال همگرایی سرگردانیم، اما گره کار در یافتن میکانیسمی است که این همگرایی را در عمل شکل دهد. شما میکانیسم و راه‌حل عملی برای اجرایی شدن طرح خوب همگرایی، ارایه کرده‌اید؟ حداقل در این نوشته‌تان من ندیدم.

ما نمی‌توانیم در خلا حرف بزنیم، شما خود شاهد هستید که در اویل ماه حوت، بزرگان شناخته‌شده‌ی ما به‌شمول خودتان چند جلسه گرفتید که امسال مراسم سالگرد رهبر شهید را باهم برگزار کنید، این یعنی همگرایی، در عمل اما نا کام شدید. نشدید، روز اول که جلسه کردید و گفتید سالگرد را باهم بگیریم، نیت خوب و طرح زیبا بود اما وقتی مطرح شد که چه کسی کجا بنشیند و چه کسی اول سخنرانی کند، همگرایی به‌هم خورد و جلسه بی جلسه هرکس دنبال کار خود رفت. ملاحظه می‌فرمایید که درعمل با چه مشکلاتی مواجه هستیم؟

انتخابات گذشته را به‌یاد بیاریم، هزاره‌ها در چند تیم معاون رییس‌جمهور داشتند، شما معاون غنی بودید، آقای محقق معاون عبدالله بود، خانم سرابی معاون زلمی رسول بود، آقای بلخی معاون گل‌آقا شیرزوی بود و چند نماینده در چند تیم دیگر؛ چشم به‌هم بزنیم بازهم انتخابات در راه است آیا فرمولی برای «همگرایی» که بتواند همه را قانع کند که در یک تیم باشیم و فقط بر سر معاونت یک نفر توافق شود دارید؟

مثال دیگری از چالش همگرایی بدهم، ما در حال حاضر چند تا حزب وحدت داریم؟ چهار تا، آیا میکانیسمی برای همگرا کردن و الحاق‌شان به یک حزب وحدت هست؟ من حداقل در این نوشته‌تان ندیدم ولی اگر راه‌حلی سنجیده‌اید لطفا در نوشته‌ی بعدی‌تان منتشر کنید که سخت هم به چنین راه‌حلی نیازمندیم و هم به ادامه‌ی منطقی این گفت‌وگو.

آقای دانش از دشنام و بی‫احترامی به بزرگان سیاسی و حزبی هزاره‫ها ناراحت است و جای ناراحتی هم دارد اما دشنام به سیاست‫مداران را به پای جنبش روشنایی و مخالفان سیاسی‌تان نوشتن چقدر منصافانه است؟ آقای دانش در این مورد نیز، مشکل را گرفته اما از بررسی علل یا عوامل آن طفره رفته است.

استاد دانش حتما می‌دانند که بر اساس گزارش رسانه‫ها، آقای غنی هفته‌یی هفت هزار فحش دریافت می‫کند. آیا همه‌ی این فحش‌ها را اعضای جنبش روشنایی نثار رییس‌جمهور می‌کنند؟ بدون شک روان جامعه به‌شدت عصبانی و ناراحت و پریشان است، حالا سوال این است که چه کسی یا کسانی روان جامعه را این‌قدر پریشان کرده است؟

هر هفته در گوشه و کنار کشور چند انفجار می‫شود، مردم دسته‫دسته گروگان گرفته می‫شوند، کشته می‫شوند، زخمی می‫شوند، ولایت سقوط می‫کند، سربازان محاصره می‫شوند اما نیروی کمکی ارسال نمی‫شود، مردم بیکار اند و گرسنه، فساد وجود دارد، بی‫عدالتی وجود دارد و تبعیض عریان و حذف فیزیکی وجود دارد، دولت مشروعیتِ قانونی ندارد، نیم کابینه با سرپرست اداره می‫شود، میان ارگ و آسایشگاه آقای عبدالله تنش وجود دارد، پولیس خیالی وجود دارد، مکاتب خیالی وجود دارد و… . دولت و سیاست‫مدارن به مردم وعده می‫دهند اما زیر قول‌شان می‫زنند. سیاست‫مداران جامعه‌ی ما و دولت به مردم پاسخی ندارند. مردم برآشفته و نگران‌اند. یکی پدرش را از دست داده، یکی فرزند سربازش را و یکی ترور شده است. معلمی کشته شده و شاگردانی بدون معلم شده‫اند. دختری بدون آن‌که جرمی مرتکب شده باشد در یک قدمی ارگ و پیش چشم پولیس به آتش کشیده می‌شود. دختر ۹ ساله با اعضای خانواده‌اش ماه‌ها در گروگان می‌ماند و آخر ذبح می‌شود، مردم اعتراض می‌کنند و تا داخل محوطه‌ی ارگ می‌آیند و کسی از مقامات حکومتی حتا یک‌بار نمی‌آید بپرسد شما را چه شده است؟ خواست‌تان چیست؟

دولت‫مردان و سیاست‫مداران ما باید شفاف عمل کنند، به مسئولیت‫های قانونی خود پای‫بند باشند و به نیازهای مردم جواب بدهند. این‌که مردم سیاست‫مداران‌شان را عزیز نمی‫شمارند و خوار می‫پندارند، تقصیر جنبش روشنایی نیست، جنبش روشنایی نمی‫تواند شما را محبوب قلب‫ها کند. خدمت کنید به وظیفه‌تان عمل کنید، مردم آن‫قدر که سیاست‫مداران گلایه دارند، ناسپاس نیستند. آقای دانش فکر می‫کند وقتی برای کسی شوکت و عزت مقام سیاسی شد، آن کس واجب‌الاحترام می‌شود. احترام در هر فرهنگی، متقابل و چندجانبه است. فکر می‫کنید دولت قدر و عزت مردمش را نگهداشته است؟ آیا سیاست‫مداران ما به شعور و آگاهی و رأی مردم حرمت قایل شده‫اند؟ حکومت یک روز کسی را متهم به اختلاس ۳۰۰ میلیون دالر از بودجه‌ی وزارت معارف می کند، بعد هیاتی را برای بررسی این مساله می‌گمارد، اما بی‫آن‌که نتیجه‌ی تحقیقات هیأت اعلام شود و فرد متهم از اتهام مبرا شود یا مجرم شناخته شود، همان فرد، از سوی حکومت به‌عنوان وزیر کابینه معرفی می‌شود، حالا جناب استاد دانش تنها همین کار حکومت چند فحش می‌ارزد؟ آیا چنین کاری توهین به شعور همه‌ی شهروندان افغانستان نیست؟ و آیا توهین کردن به شعور ملت بی‌احترامی کردن به ملت نیست؟ کسی که متهم به اختلاس از بودجه‌ی معارف است و از سهم مردمان و کودکان فقیر و از خزانه‌ی معارف کشور به جیب می‫زند در واقع انتظار دارید از سوی مردم فقیر و کودکان و زنان احترام شود؟ کسی که چنین فردی را به سمت وزارت می‌گمارد، احترامی برای خود در افکار عمومی می‌گذارد؟

ذلیل شدن سیاست‫مداران در نزد مردم و بی‫احترامی به سیاسیون فراگیر است و جامعه‌ی هزاره نیز از این قاعده مستثنا نیست. وقتی رهبری و مقامی، همه‌ی مردم را به اعتراض دعوت می‌کند برای مظلوم‌نمایی روی خاک می‌نشیند و خط سرخ اعلام می‌کند، ولی در روز موعود خودش نمی‌آید، انتظار دارید مردم نسبت به چنین شخص یا اشخاصی عصبانی نشوند؟

افزون بر این، اصطلاح فیسبوک‌چلوونکی که امروزه وارد ادبیات سیاسی افغانستان شده است، ریشه در کجا دارد؟ آیا این روا است که آدم‌های مشخصی در دفاتر و مناصب دولتی استخدام شوند از بودجه‌ی بیت‌المال معاش بگیرند و کارشان ترور شخصیت‌های غیرحکومتی باشد؟ عده‌یی از این افراد با اسم و رسم خودشان ترور شخصیت می‌کنند و در دفاتر مقام‌های حکومتی کارمند هستند.

جناب استاد دانش، نه در دانش شما شکی وجود دارد و نه در متانت و رفتار اخلاقی‌تان؛ از این نظر شما نمونه‌ی خوبی برای دولتمردان ما هستید.‌ اما جناب استاد، وقتی رییس‌جمهور کسی را «بچه‌ی خر» خطاب می‌کند، وقتی سوال خبرنگار را در گلویش خفه می‫کند، وقتی به رسانه‫ها به‌شکل غیرمنصانه می‫تازد و می‫گوید از رسانه‫ها باد می‫برآید، وقتی سخنگوی دولت خبرنگاران را کچالوفروش می‫گوید، فکر می‫کنید این‫ها برخورد محترمانه است؟

روان جامعه آشفته و عصبی است و عامل این عصبیت، دولتمدران است. در چنین وضعیتی جامعه‌ی هزاره را نمی‌شود از این قاعده مستثنا کرد، هم در وضعیت پیش‌آمده و هم در دلایل آن، جامعه‌ی هزاره جزیی است تابع کل در این مساله.

محور سوم سخنان آقای دانش را که مربوط به حزب وحدت می‌شود و یک بحث داخلی میان آقای خلیلی و دانش است، نادیده می‫گیرم. دعوای آقای دانش و آقای خلیلی بر سر این‌که حزب وحدت هم‫چنان «خردمند»-محور باقی بماند یا مردم-محورشود، به ما ربطی ندارد.

در پایان، لازم می‫بینم اشاره‌یی به طرح جامع امنیتی برای مناطق مرکزی که توسط آقای دانش و آقای محقق به حکومت ارائه شد که با سخنرانی فعلی آقای دانش مرتبط است یادآوری کنم که در واقع این طرح مقدمه‌ی فعلی مانیفست سیاسی آقای دانش است. درخور ستایش است واقعاً. خوب است رهبران سیاسی جامعه‌ی هزاره از ده و قریه‌ی خود بیرون شوند و یکبار به تمام مناطق مرکزی نگاه کنند. مردم ما پیش از این به‌جز خواندن مرام‫نامه‌ی حزبی شاهد هیچ طرح سیاسی، اجتماعی و اقتصادی که از سوی سیاستمداران‌شان ارایه شده باشد نبوده‌اند، و بدون شک آقای دانش از این نظر پیش‌قدم و متفاوت است. خوب است، رهبران ما دست از سرکوب و خفقان بردارند، طرح بدهند، سخن نکو وشایسته بگویند و مجال بدهند تا دیگران هم طرح‌شان را بریزند، بحثی در بگیرد و ما کم‌کم راه مواجهه‌ی درست و منطقی با همدیگر و یافتن راه‌حل را یاد بگیریم.

آقای دانش حداقل در نکوگویی و گزیده‌گویی، هم در حکومت وحدت ملی و هم در حزب وحدت بی‌نمونه بوده است، هرچند در عملکردش به‌عنوان معاون رییس‌جمهور، حرف بسیار است.

پناهجوی هزاره، وحیده صمیم در جمع ممتازترین دانشجویان استرالیا قرار گرفت و صاحب بورسیه شد

نامش وحیده صمیم است، بیست ساله. هنوز روزهای اول آمدنش در استرالیا را به یاد دارد.

اولین باری بود که پدرش را بعد از سال ها دوری از نزدیک می دید.

وحیده در مصاحبه با شبکه SBS News استرالیا می گوید: “فکر می کنم پنج یا شش سال بود که پدرم را ندیده بودم و او را اصلا نشناختم. عکس هایی از او را دیده بودم. درباره او چیزهایی شنیده بودم. مردم همیشه درباره این صحبت می کردند که او این کار و آن کار را چگونه انجام می دهد. آن ها می گفتند که تو دقیقا شبیه پدرت هستی اما من این حس را داشتم که پدرم را دقیق نمی شناسم و نمی دانم که او چه شکلی است.”

وحیده صمیم می گوید پدرش چاره ای به جز ترک افغانستان جهت یافتن زندگی بهتر برای خانواده هزاره اش نداشت.

این شبکه خبری در ادامه می افزاید که در افغانستان، هزاره ها مورد آزار قرار می گیرند و اغلب مجبور می شوند تا در مناطق دورافتاده افغانستان که فرصت های آموزشی کمتری وجود دارد، زندگی کنند.

وحیده می گوید: ” بسیاری از ما مجبور بودیم برده و یا خدمت کار شویم و یا مجبور به زندگی در مناطق دوردست مرکزی شویم که شرایط آب و هوایی سختی دارد. تا جایی که از گذشته به یاد دارم و حتی حالا هم بسیاری از هزاره ها تحصیل کرده نیستند چرا که بسیار به انزوا کشانده شدند و بسیار مورد تبعیض قرار گرفتند.”

پدر وحیده با قایق به استرالیا آمد و هفت ماه را در بازداشت به سر برد تا این که به او ویزای موقت دادند.

زمانی که به استرالیا آمد، وحیده تنها هشت سال سن داشت و با این که با زبان انگلیسی آشنایی نداشت، در مکتب خوش درخشید و تحصیل خود را در دانشگاه ادامه داد.

او حالا جزء یکی از ۱۰۵ دانشجویی است که برای بورسیه “نیو کلومبو پلان” سال ۲۰۱۷ در سطح استرالیا انتخاب شده است. جولی بیشاپ وزیر خارجه و پیتر کازگرو، فرماندار کل استرالیا طی مراسمی این بورسیه را به او و ۱۰۴ دانشجوی دیگر اعطا کردند. این بورسیه هر ساله به ممتازترین دانشجویان سطح استرالیا داده می شود تا آنان یک دوره آموزشی و کارآموزی را در یکی از کشورهای حوزه هند و اقیانوس آرام تجربه کنند.

وحیده که در رشته تجارت تحصیل می کند با استفاده از این بورسیه که از سوی دولت فدرال تمویل می شود، می تواند طی سال آخر دانشگاه، شش ماه را در هنگ کنگ سپری کند.

وحیده می گوید: ” آمدن به دانشگاه به نوعی یک دستاورد بزرگ است چرا که مادرم هیچ وقت به مکتب نرفت و پدرم هم نتوانست تحصیلش را تکمیل کند. پس این که من بتوانم بورسیه بدست آورم و در خارج تحصیل کنم یک دستاورد واقعا بزرگ است و من واقعا خوش چانس و ممتاز هستم.”

هدف دراز مدت وحیده صمیم، کار در سازمان ملل است.

او می گوید که فکر می کنم کار در آن جا باید خیلی جالب باشد، این که بتوانی استرالیا و همچنین وطن اصلی ات، افغانستان را نمایندگی کنی. افغانستان جایی است که از آن جا آمدم و لازم است به تمام مردمی که در افغانستان از کاروان پیشرفت عقب مانده اند، کمک کنم.

The sad story of Reza Mohammadi

It has been a year that Reza Mohammadi has arrived with his family to Norway where he asked asylum. He is a Hazara from Afghanistan. Reza Mohammadi's problems began to grow in 2002 when he was forced to flee his home in mountainous Bamyan for security problems and had to go in hiding for sometime in Kabul, the capital of Afghanistan.

Reza Mohammadi is one of those Hazaras who did not feel safety in his hometown and had to flee to Kabul. He was threatened in Kabul as well and then he had to flee to Herat in the west of the country. He and his family lived for sometime in Herat but soon the people who threatened them back in his hometown and Kabul, reached to Herat. After receiving death threats, Reza Mohammadi went to police and asked for help but the police was unable to help him out and he escaped to Iran with his family.

Coming to Iran, there was a greater problem in front of them; based on Iranian laws, they did not have the right to ask for refugee status in this country so they had to live in hiding as hundreds of thousands of other refugees there.

Reza Mohammadi and his family, as tens of thousands of other Afghani refugees had to flee Iran because of discriminative pressures by the Iranian Regime on them and went to Syria. They'd heard that in Syria the UNHCR office would help the refugees and asylum seekers.

The Syrian civil war began and they had to escape towards Europe and came to Norway.

The Norwegian immigration authorities have rejected the asylum request of Reza and his family; he is now waiting for the decision of the appeal court. Reza Mohammadi and his wife who's been witnessing the violence in Syria and have crossed all the deadliest borders to get to Norway, are suffering depression after receiving a rejection of their asylum requests.

Based on what they have seen at least in the last ten years of refuge and asylum seeking; now they believe there is land for the Hazaras on earth where they could live without fear of massacre, ethnic discrimination or persecution.

Who are the Hazaras and whey they have problems?

The Hazaras are one of the ancient ethnic groups of Afghanistan. Their language is Hazaragi and their faces are very similar to the eastern Asians. Their distinguishing features such as almond-shaped eyes have always been problematic for them and have caused systematic racial discriminations against them. On the other hand, the Hazaras have always been under persecutions because of their sectarian/religious believes for which they have been marginalized. Most of them are Shiite believers in a country where most of their population are Sunni believers.

In 1892, Amir Abdul Rahman Khan, then the King of Afghanistan issued Jihad Sanction against the Hazaras, because they believed in a different sect of Islam. Based on his decree, the killing of Hazaras was obligatory. Based on Minority Rights Group Organization's documents, on that time the Hazaras made 67 % population of Afghanistan.¹ based on King Abdul Rahman Khan, 62 % of the Hazara population was massacred in Afghanistan and their lands and properties were confiscated by the Afghan Government and were given to the Pashtuns. After the massacre, based on the decree of the king, the survivors of the mass massacre went into slavery and were deprived of their rights for study and work in government offices. On that time, only a small number of the Hazaras were survived. The Hazaras survived from the mass massacre were divided into two groups; a part of them fled Afghanistan and sought refuge in central Asia, Iran and western part of India (Pakistan now) and were settled down there. The Hazaras currently living in Quetta Pakistan or in Khorasan Province of Iran are the survivors of Abdul Rahman mass massacre.

Faiz Mohammad Kateb, the historian at Amir Abdul Rahman's court writes in his book, “among those fleeing the massacre, only ten out of hundred could survive and reach alive to the borders of neighboring countries, and other ninety were dead before arriving to the safe lands. We can hardly find such mass flee with such heavy casualties, in the history of migrations and displacements.

The other part of the Hazaras that remained in Afghanistan fled the cities and escaped to the mountains of the central highlands of Afghanistan that is known today as Hazarajat or Hazaristan.

After the end of Abdul Rahman Khan's sovereignty in Afghanistan, systematic discriminations continued on against the Hazaras in Afghanistan. Other kings, who came on power followed the path of Abdul Rahman Khan and deprived Hazaras from study and forced their lives into slavery and violence.

Only when the pro-communism government came on power in Afghanistan in the 1980s, the pressures on Hazaras reduced but again the situation changed against them after the fall of the pro-communism government. Then the Hazaras were under violence by different Mujahedin groups. In February 1993, about one thousand Hazaras were massacred in Afshar area of Kabul by Mujahedin groups ².

It is about three centuries that the Hazaras face violence, attacks and their land and properties are being looted by the Pashtuns and they are considered to be the second class citizens on their own homeland. The life of a Hazara in Afghanistan is always mixed with fatal nightmares about killings and violence. Therefore the Hazaras escape Afghanistan to escape violence and mass-massacre.

When the terrorist group of Taliban was ruling on Afghanistan, the Hazaras again faced with massacre and forced displacement. Mullah Omar the leader of Taliban issued a decree in 1996 that obliged the Taliban soldiers and commanders to massacre Hazaras, as a result of which thousands of human being were killed in Mazar e Sharif, Bamyan, Baghlan, Ghazni and other cities of Afghanistan, because they were Hazaras ³.

After the terrorist group of Taliban was thrown out from power in 2001 by the International Coalition forces lead by the USA, it was thought that the Hazaras' situation would also change but the systematic discrimination of the Afghan Government continued on against the Hazaras.

In this new era, though the Hazaras have participated actively in all democratic processes of the country such as elections, but none of the Hazara provinces were reconstructed, neither even a small percentage of multi-billion dollar reconstruction funds for Afghanistan was considered for the Hazara areas.

In the last twelve years, the quota of the Hazaras in the government development projects was only 2 % while their population makes 19-20 % of the whole population of Afghanistan. Instead the Afghan Government has always tried to create obstacles for development projects of International Organizations in the Hazara areas.

Now we can obviously see the result of discriminations against Hazaras after twelve years of presence of International forces in Afghanistan. In spite of spending more than 750 billion dollars for security and reconstruction of Afghanistan, in Hazara inhabited province of Bamyan, people live in the caves as a result of injustice.

Bamyan has not yet electricity power and in Daikundi you can not find even one meter square asphalted road. In addition to this, in Hazara provinces, there are not school buildings and students study under the tents or in open spaces while the Hazara provinces have been the most peaceful places during the last twelve years. On NATO operational maps, these provinces are considered as green or secure areas in security aspects. In spite of all this, the roads to Hazara provinces are always made unsecure and many Hazara passengers are killed by the Taliban. The Hazara provinces are surrounded by Pashtun provinces, and thus Taliban block the ways by the help of the local Pashtuns and shoot the Hazara passengers who pass by.

For these reasons, in spite of presence of thousands of international forces in Afghanistan, most of the Hazaras do not feel safe and had to flee their country to rescue their lives. The Hazaras are not involved in any of the wars in Afghanistan, but they are still being threatened and killed by the Taliban in different parts of Afghanistan.

Reasons for escaping Iran: pressures and racial discriminations and attacks

The refugees in Iran do not have right for work, neither they have health insurances, in addition time to time the Iranian police attack on their hiding places and arrest them, torture them and deport them back to Afghanistan.

After the fall of the Taliban regime and the presence of the international forces in Afghanistan the Iranian government has always used the Afghan refugee issue as a pressure against the Afghan government. The Iranian Government is against the presence of the international forces in Afghanistan and thus whenever the Afghan government and the international community begin talks on long term political and military cooperation and strategic treaties, the Iranian government arrest hundreds of Afghan refugees and after torturing them, deport them back to Afghanistan to challenge the newly established Afghan government that is supported by the west 4.

In the year 2012, when the Afghan government was negotiating with the United States on a long term security-strategic treaty, the Iranian government increased pressure on Afghan refugees in this country, and issued a decree based on which in many cities including Fars Province even the Iranian civilians could stop the Afghan refugees and check their documents.

After the issuance of such a discriminative and shameful decree, many nationalist Iranians attacked the refugees in different cities of Iran, killing some and injuring many of the Afghan refugees.

After that, the entrance of the Afghani refugees was prohibited into the public parks; in Esfahan city, the police stopped Afghani refugees who were entering Soffeh public Park in this city.

Reza Mohammadi in Syria

Because of all these pressures, Reza Mohammadi and his family had to leave Iran and went to Syria to refer to the UNHCR and ask asylum there to save their lives.

In the year 2006 Reza and his family entered Syria and asked asylum at UNHCR office. There they found thousands of Hazara asylum seekers from Afghanistan. All of these asylum seekers had filed their asylum request at UNHCR office and were waiting for the answer.

After a time, the UNHCR office accepted their requests and recognized them as refugees. The UNHCR office offered Reza Mohammadi and his family a resettlement to a third safe country. The embassy of the United States of America agreed for their resettlement in this country.

When a third safe country decides to give resettlement opportunity to the refugees, it takes three to six months until their process completes. Reza Mohammadi and his family were waiting for the completion of their resettlement process to the United States, when the Syrian civil war began and reached throughout the country. When the civil war reached to its hottest point, the UNHCR office was closed down and their personnel left the Syrian territory.

When the UNHCR office was closed in Syria, more than two thousand Hazara refugees were waiting to be resettled to a third safe country including Reza Mohammadi and his family.

These refugees were blocked in the middle of Syrian civil war fire and they could be massacred any time.

The Atlantic Magazine of Washington DC wrote in an article of May 21^st 2013, that more than one thousand Hazara refugees in a parking, in Zainabia city 6. Being blocked in the middle of a sectarian war that was between the opposition Sunni groups and the Assad Shiite Regime, these Hazara refugees were witnessing bullets and rockets that exploded closer and closer to them. The Atlantic Magazine added that if these Hazara refugees would not be rescued by the International Organizations, they could possibly be massacred by extremist Sunni militant groups.

But unfortunately none of the International Organizations in Syria paid attention to these Hazara refugees. Based on the statistics, at least ten of these refugees are being killed in Zainabia and many were injured by the rockets exploded in their place. In spite of this, they were not able to flee the place and get to a safer place.

The Syrian civil war went on and the Hazara refugees were blocked in the middle of fire. At the end of August 2013 the areas such as (Arbain, Zomelka, Jomar and Ain Tarma) in the suburbs of Damascus were attacked by Chemical weapons 7.

These suburbs are about three to four kilometers distant from the place the Hazara refugees live. Reza Mohammadi was injured in one of these attacks; although these chemical attacks did not affect the Hazara refugees directly, but they had to escape away from Syria after the attacks.

Some of these refugees as Reza Mohammadi have secretly escaped away from Syria and moved to Turkey. In Turkey, the UNHCR office announced that they couldn't do anything for the refugees from Afghanistan, this way their files were closed.

Therefore, Reza Mohammadi and his family left Turkey for Europe. After many perils finally they reached to Norway where they asked asylum. But with all documents and proofs, he has provided the Norwegian Immigration Office have rejected their asylum request and they are now waiting for an appeal court in this regard.

It is not only Reza Mohammadi who's been rejected this way by the Norwegian Immigration Authority or (UDI), but most of the Hazara asylum seekers were rejected and deported back to Afghanistan, in spite death threats they've faced there.

Ali Nabi Zada, a twenty year old Hazara asylum seeker who lives in Norway since 2010. He is from Jaghori district of Ghazni province, one of the most insecure provinces in Afghanistan. Ali Nabi Zada has lived most of his life in exile in Iran and Pakistan. His father and uncle were members of an anti-Taliban party and have fought with Taliban. He and his family escaped from threats by Taliban and other warlords and went to Iran. Many years he has lived with difficulties in Iran and when the deportation of the refugees from Iran accelerated, his family sent him to Turkey. His father was deported to Afghanistan but none of his family has heard from him since.

Ali has registered his name in UNHCR in Turkey. He waited for one year to receive a response from the UNHCR office, but as thousand others, he had to wait for longer than that. He then decided to get on a life-boat and came to Greece. In Greece his finger-print was taken by Greek frontier police but he crossed borders and came to Sweden. When the Swedish authorities found his Greece finger prints, they wanted to deport him to Greece, from Sweden he then came to Norway. In Norway, after eight months, the immigration authorities have found his Swedish finger print and want to send him back to Sweden, but he fears that the Swedish government would deport him back to Greece.

The Norwegian immigration authorities say that, because Ali has said nothing about his finger prints in other countries, his overall asylum claim is baseless for them.

Dispatches: Afghanistan's Afshar Agonies Remembered

Twenty-two years ago, residents of Kabul's Afshar district awoke to the sound of rockets launched at them from a nearby mountainside. February 11, 1993, marked the bloody dawn of the Afshar campaign, one of the worst mass atrocities of Afghanistan's civil war of the early 1990s. Powerful militia-backed faction leaders systematically planned and coordinated the Afshar campaign as part of their battle for control of the capital. Civilians bore the brunt of the brutality as the militias shot, raped, and kidnapped at will.

It is impossible to know how many civilians were killed, or abducted and never released. Human Rights Watch documented victim accounts that describe some 80 summary executions and more than 700 kidnappings in three days; of these, 80 to 100 were freed after ransoms were paid. The rest never came home.

Afshar and its aftermath symbolize the toxic impunity that has plagued Afghanistan for decades.

The final documents of an official inquiry into the massacre were destroyed after the Taliban captured Kabul in 1996. There is no serious dispute about what happened in Afshar, and there's ample evidence of who was responsible. But the government that came to power with international support in 2001 opted to not pursue the perpetrators of the Afshar campaign as part of a cold-blooded political calculation that traded justice for hoped-for political stability. It systematically blocked inquiries and efforts aimed at holding to account those responsible for Afshar and other mass abuses. In 2006, the Afghan parliament went so far as to give amnesty to perpetrators of war crimes and crimes against humanity, many of whom enjoy positions of power. Former President Hamid Karzai approved the law despite promising not to do so.

The United States and other allies of Afghanistan, who squandered the opportunity to push for justice for over a decade, have worked with and supported many of the people facing credible allegations of grave human rights abuses.

But there's still hope: a report by the Afghanistan Independent Human Rights Commission provides forensic detail of abuses between 1978 and 2001, and is an invaluable starting point for further investigations. The Karzai government opted to suppress the report, but the new government of President Ashraf Ghani and Chief Executive Abdullah Adbullah should use it to end decades of impunity.

The victims of Afshar and too many other atrocities have waited far too long for justice, but Ghani and Abdullah could bring it within reach.

No Justice for teenaged Afghanistan Immigrants during Forced Deportation in Norway

It is nearly 12 years since the Taliban regime has fallen and a new government was established with the support of international communities accompanied by unprecedented support of people of Afghanistan. Over the past 100 years, no government in history of Afghanistan has experienced such level of widespread enthusiastic support. Before that, Afghanistan had the largest population of refugees. By 2005, a great number of Afghans from neighbouring countries returned to their home country. They hoped for an Afghanistan free of conflict, unrest and war. They were filled with joy and enthusiasm to be part of positive changes that were about to take place in Afghanistan. However, after 2005 people fled the country again. Taliban had regained power and could be of great threats on highways. They burnt schools, exploded bridges and build obstacles on the ways of those whose only wish was to live normally in their homeland.

The young and teenaged Afghanistanis witnessed that the presence of warlords, human rights violators and drug traffickers and a weak and corrupt government in one hand and growing threats by Taliban on the other hand have left no hope for the future of their country. They had no option but to flee Afghanistan. That was the reason these disappointed young Afghanistanis, by absence of positive changes in their country and inability to encounter Taliban threats and warlords, decided to move toward the Western countries. Majority of them were aware of the potential dangers they might encounter until they reach a safe country. They knew that the refugees on boats were drowned on the way from Indonesia to Australia or from Turkey to Greece. They knew that their peers get frozen and die smuggled on lorries' freezer on the way from France to England. They knew that at the event of a danger, the human traffickers rescue themselves first and use the refugees as human shields against bullets of border polices of Iran, Pakistan and Turkey. They knew they run the risk of getting exploited as sex slaves by traffickers. Despites all these risks, they decided to try their chance to reach a safe country in order to get education and have a future. It is because of the fact that the despair, fear and danger back in Afghanistan are much greater than the danger mentioned above.

When we speak of some one else's sorrow, it is hard to grasp and understand the entity and depths of the pain unless we have experienced it ourselves. We are not aware of grave pain of toothache until we experienced it. It is the same for pain of exile, despair and devastation. When a citizen of wealthy countries wishes to travel abroad, he/she just needs to pocket his/her passport and purchase a ticket. But for citizens of third world countries, particularly those from war-stricken countries such as Afghanistan, the humiliation and offence start right from the gates of foreign consulates. It starts from obligation to talk and disclose very private and public matters to long hours of interviews and waiting times. There is absolutely no guarantee if one can obtain a visa after enduring such conditions. After that, the humiliation starts through the ambivalent behaviours of immigration officers at the airports, long waiting time for checking one's passport from a ‘particular' country, the suspicion and doubt of immigration officers on one's real identity and finally irrelevant questioning which is only for annoying particular passengers.

The immigration officers of wealthy and semi-wealthy countries possess a list that contains names of 30 to 70 countries whose citizens should be treated in a particular way at the border. It is not because of the alphabetical order that Afghanistan is first on the list. It is because of the fear Afghanistan produces for its narcotic production, its terrorism and religious fundamentalism. No one bothers to think that individuals related to these three threats are more likely to have suspicious documentations. As a result, it is only the normal citizens who suffer. These are only for those who travel legally. But those who travel illegally and are smuggled are actually risking their life.

The pain of exile and separation from the environment one has been raised, the language we learnt from our mothers, the food we are accustomed to, friends and most importantly family members, become more devastating when one has to flee at his/her very young age. Although at this age one has reached a level of semi-matureness physically, but at this phase, teenaged persons are in greater need of care by their father and mother and teachers. It is at this period that teenager's character formation gets influenced by the surrounding environment and without essential supervision of the parents. A considerable number of refugees who flee Afghanistan are teenagers. The dangerous route, worries about one's family, encounter with human traffickers, the violence experienced by smugglers as well as border police during detention time, all together create a great psychological shock for these teenagers.

The violence and abuse the majority of these young people has experienced or witnessed is much greater than the violence a normal person may have experienced entire of his lifetime. The culture they were brought up in has created moral restriction for them. Therefore, majority of them will not disclose the real reasons for their escape from Afghanistan.

Every week Norway deport 7 to 27 person by force to Afghanistan

The weak government of Afghanistan has freed itself from any responsibility on education and training of children and teenagers of Afghanistan, which is similar to its inability and reluctance to provide security and response to very basic human needs of its citizens, which are the normal responsibilities of any state. Majority of the development projects that are implemented in Afghanistan are for sake of providing a ‘good report' only and not necessarily for brining a positive change in society. School textbooks in Afghanistan are filled with themes of particular ethnic, religious and lingual dominance, which influences children and teenagers' mentality. Besides, warlords promote their culture of killing, gambling, drug trafficking, pedophilia (not to be mistaken with homosexuality) as model and a way of living for society and support generalization and destigmatization of such customs. During past two years, 406 cases of honour killing and sexual abuse and rape have been reported in Afghanistan. It is highly likely that real number of cases are 10 times higher as many families prefer not to report such cases. That is why those who were exposed to sexual abuses cannot talk about their problems and prefer to make up stories, which do not necessarily convince the immigration officers of host countries.

After spending some years, some of these refugee teenagers are deported to their country. Their reasons for seeking refuge have not convinced the immigration offices of host countries. For example there are cases of refugees who stayed in Norway from the age of 13 to 18. They have encountered grave dangers on the way to Norway. They have waited more than 5 years in limbo and are finally told they should go back to their country. As their refugee status had not been recognized, they could not get education and could get only 300 hours of Norwegian language training. The time they had available was spent in loneliness and waiting and uncertainty. What prospect can they hope for once deported back to Afghanistan? To be in unfamiliar environment and ashamed of how one has been treated in the society where everybody knows about it, makes one unable to prove to be a positive element in society. His/her own country has not been able to protect him and address his/her basic needs at the time. His/her hope has been destroyed in Norway or any other European countries. Now the question is: What option the human being communities has left for the future of these young people? Do they have any other option but to join terrorist, criminal, and drug dealer's circles?

As a human being living in our shared planet, we should feel responsible. These young people have a bitter destiny and if we do not take care of them today, tomorrow our planet would not be a better place. Our tomorrow would be worse than our yesterdays and todays.

Norway: The Hell for Asylum Seekers

“Norway police usually search for asylum seekers over the weekends. The reason police search and arrest asylum seekers over the weekends is because asylum seekers' lawyers are not in their offices and it is impossible for asylum seekers to get in touch with their lawyers. When everyone is asleep in early morning, they have been searching door to door to find asylum seekers to arrest them. First they knock the asylum seekers' doors. If they do not open the door immediately, the police break the doors and enter into the rooms. After entering into rooms, they handcuff the asylum seekers, without giving them any chances to pack their stuffs, and put them on the back of police cars or police trucks.” Naeem expressed, an asylum seeker who has spent six years in one of the Norway's refugee camp.

Ghulam Nabi is one of those asylums who was deported from Norway in October 26, 2014. He entered into Norway in 2008 when he was only seventeen years old and applied for refugee settlement. Between 2007 and 2009, Norway was accepting Afghan refugees and giving them settlements. However, waiting for two years, Nabi was rejected, and the Norway government told him that he can live in Kabul, the capital city of Afghanistan, if other cities or provinces are unsafe for him.

At the end of 2009, while Ghulam Nabi was returning to his room, he was hit by a car in a crosswalk, and his back was severely injured. And he remained in medically-induced coma for two days. While in the hospital, Nabi received a denial letter from international protection UDI (the Norwegian Directorate of Immigration). When he got better, he was released from the hospital. Several days later, his back got worst. Since his refugee case was rejected from UDI, he did not receive the same treatment as Norwegians. At the begging of 2014, he found a hospital to do his back surgery. Several days after his surgery, he was deported, and he did not get a chance to see his doctor after surgery. Nabi says, “He filed a complaint against the women who hit him by a car, but because she was Norwegian, Norwegian police did not take any action.”

Right now, Nabi is in Kabul. He complains about IOM, Afghan Ministry of Refugees and Repatriation, and Ministry of Foreign Affairs of Afghanistan. Nabi says that he tries to follow up his car accident case through Afghan Ministry of Refugees and Repatriation, and Ministry of Foreign Affairs of Afghanistan, but he is not given permission to talk to anyone in these departments. He says, “Afghan Ministry of Refugees and Repatriation, and Ministry of Foreign Affairs of Afghanistan treated me that if I want to be alive, it is better to not follow this case.” However, Nabi tries his best to report the misconduct of Norwegian police to the Human Right and get justice.

Ghulam Nabi is not the only handicap asylums who were deported. Abullah Hussaini is another asylum seeker who broke his leg while he was playing football, the night before he was deported. The Norway police did not provide and did not let him to have access to any medical treatment. Husaini has also been suffering from pain.

During the last three weeks, around 100 asylum seekers, including men, women, and children have been deported from Norway. Some of these deportees had lived in Norway for a long time and acquired education.

Hamid, who lives near Oslo, says that it is very hard for him to go to sleep even though his asylum application is in process. Usually I do not sleep alone in a room because I get scared and Norway has turned into hell for Afghan asylum seekers. He has also complains about lengthy process of their application by the Norwegian immigration authority. Some asylum seekers cases have took almost 22 years to be processed.

A large number of asylum applicants are still waiting for replies, and asylum seekers have not permitted to work. Only the applicants' children, who are under eighteen, can go to schools, but after that they have not have the right to continue their education. Recently, many primary schools have been denying enrolling children of asylum applicants. Also more than 50% of Norwegian communities denying rent out apartments to newly granted asylums.

To compare the standard of living, the apartments and camps for refugees are sub-standard. Due to this issue many fire eruption incidents have been occurred in those camps and apartments. Normally three or four asylum seekers have been living in one room. According to Norwegian newspapers and sites, due to harsh behavior and negligence of concerned authorities more than 150 asylums kids were disappeared just in one refugee camp located near Oslo last year. Many asylums became victim of drug and sex mafias, and some others compel to apply for asylums to other countries. Annually dozens of un-identified dead bodies are found across the Norway where a large numbers them are refugees.
Jannat Gul an Afghan asylum seeker who came Norway after crossing Greece, said, “he thought that he has escaped from the hell but now he observes that he has entered from one room of hell to another”. he added “Norwegian government tries different tactics to torture and compel asylum seekers to leave Norway. We are also not interested to leave in Norway, but we had filed our cases in this country. Therefore, if we go to any European country, they will send us back to Norway.”
Some leaked documents shows that Afghanistan Embassy has been helping Norway in deportation of Afghan asylum seekers, but no evidence has been seen. When handing the deportees and their documents to Afghan police, Norway police state that this deportation processes have been carried out with consent of Afghanistan Embassy, but none of these travel documents are approved by Afghan Embassy.

Turkish airline is the only airline which transports deportees from Norway and other European countries to Afghanistan.

Record High Deportation from Norway and Ghulam nabi Cues

Today, I spoke with Nabi again. He said he has been to the hospital due to his worsening back pain. The doctors told him he needs an operation immediately and the cost of the operation is about a thousand dollars. Nabi can't walk. Norwegian police took away his wheelchair before deporting him. Authorities in IOM have told Nabi that they can provide him with $250 that he can spend any way he chooses.

Along with Nabi, many other people have also been deported by the Norwegian police; more than a hundred people in the last two weeks and a half. Women, children and elderly are among these deportees. They have many complaints about the ill treatment of the Norwegian police. They say the police hand cuffed them so tight that their hands have been injured as a result.

They have provided me with pictures of their scarred hands. They also say they were not allowed to use the bathroom while in custody of the Norwegian police. On many occasions, I confronted those police officers in charge of deporting immigrants but they argue that they are simply doing their jobs.

Throughout history, many crimes have been committed merely by the notion of “doing ones job”. The army of Hitler too were simply doing their jobs while killing the Jews.

But is any of their crimes justifiable? It is hard for me to imagine that a person can had cuff a paralyzed man, confiscate his wheelchair and deny him the right to use a bathroom and yet be able to wake up the next morning with clear conscious and go on about his life as if nothing out of the ordinary ever happened because he was simply doing his job.

It seems to me that morality is history now, it is nonexistent. Undoubtedly, the politicians in Norway are fully aware that immigrants flee their countries under harsh political and social circumstances that are never caused by them. These people are not criminals.

They have simply been displace by forces beyond their control and treating them like criminals is the biggest insult to all of us. The silence of the Norwegian people in this matter is mind-boggling. Is this the century of abolishing human morality?

Gholam Nabi, Disabled Asylum Seeker Deported 26th of October in Afghanistan and Beaten by Norwegian Police.

Gholam Nabi has been deported from Norway two days ago. Today I reached him by phone. He was in Kabul now, at the phone he seemed to be very sick and tired. His back got worse. The policemen in charge of deportation didn't allow him to take his painkiller medicine.

Even IOM (the International Organization for Migration) refused to bring him to the hospital. Nabi told me about the Norwegian policemen's behavior. During the account I've heard that he is almost crying. The policemen tied his hands and his legs and they put a hood on his head like a Guantanamo's prisoner.
When Nabi was in the airplane he asked for help because he felt too much pain and couldn't breathe. As a response to his request for help, two policemen blocked him while a third one covered Nabi's mouth with his hands. At the stopover of Moscow Nabi asked to go to the toilet but his request had been refused. Nabi wanted to talk with me so he asked to make a phone call. So I received a call from the police cellphone.
Nabi explained to me his situation. After a while I received another phone call, but this time I heard only the crying and screaming of Nabi who was saying to don't touch him. Today by phone when I asked him what happened during his last call he said that they were beating him and closing his mouth with a gag.
Yesterday with Nabi other five asylum seekers have been deported, with different flights but with the same airline company: the Turkish Airlines.
Now Nabi is in the OIM's structure with other twenty people all deported from Norway. Nabi can stay in the structure for two weeks, after which he will be throw in the street as Nabi doesn't have a home or parents. His parents have been killed by the Taliban some years ago in Baghlan province.

One of the asylum seekers deported with Nabi is Abdullah Hussaini.
He has been deported with a broken leg. Abdullah broke his leg playing football the day before being deported. When he went to the hospital policemen arrested him. They didn't allow him to put a plaster cast before being deported. Now these asylum seekers are in Kabul. They won't have a future and after two weeks they will be on the street, while Nabi is still paralyzed and cannot walk.

ISLAMABAD: Smartly-turned out in his neatly-combed hair and zipped-up jacket, Hassam Haider, 13, would occasionally step out to relight the candles struggling to fight the chilly wind at the vigil held in the memory of human rights activist Irfan Ali here on Friday evening.

Members of civil society gathered at F-6 Markaz to light candles and pay tribute to those who lost their lives in the twin suicide blasts on Alamdar Road in Quetta on January 10 last year. Some 115 people Shia Hazara were killed in the targeted attacks.

Holding placards and chanting slogans against the government, activist Fatima Atif, a Hazara broke down in tears when she recalled the tragic incident that took the lives of many innocent people. Wiping off her tears with the tip of her shawl, Atif said that the pain is beyond expression. “I still remember the time when Ali left Islamabad with the intention to donate blood and never came back,” she said. “The news only became worse from that point onwards,” she added.

As a year goes by, friends and family members still await justice. “Every other person you meet now has been directly or indirectly affected by target incidents,” said Fari, who had come to support the cause. “Children all over the world associate their seasons with carnivals and festivals, but for the children of the Hazara, calendars have been marked with a series of bloody events,” said Sajjad Hussain Chingezi, a Hazara activist. Chingezi said that Pakistan's minorities were suffering, with the situation worsening with time. “On Eid day, people's homes are crowded with relatives, but in the Hazara community everyone rushes to graveyards,” said Atif.

Locals of the community who were present at the event said that the insecurity is not just confined to the Hazara community in Quetta, they were not safe anywhere in the country. “I feel threatened even in Islamabad,” said Ghulam Haider. “Although my family is back home, I am as unsafe as they are. I often feel threatened when a bike just parks next to me at a traffic light. We are living in constant fear,” said Atif.

“There is not a single day that goes by in our country that we do not hear about a tragic incident,” said human rights activist Farzana Bari. “It is not a one-off incident. These are strategised attacks affecting society as a whole,” she said. Activist Rakshinda Perveen said that the media has played a very poor role by merely reporting the incident, never following up on the conditions of family members left behind. Meanwhile, activist Tahira Abdullah said that participating in a vigil or a protest was not making any difference. “Till when will we cry and light candles? No one is listening and no actions is being taken. Those responsible are only interested in dialogue with the Taliban and not in the ground realities.”
